If your mom has not seen an otolaryngologist, I suggest she do so to see if her tinnitus can be treated. Depending on the cause of the tinnitus, sometimes it can be treated with drugs or surgery. If her tinnitus is untreatable, there are several things she can try to make it less bothersome:
avoid caffeine
avoid nicotine
zinc supplements may help
use a white noise machine or a ticking clock
avoid loud sounds, music and noises
exercise daily (improving your circulation can help)
avoid fatigue as it will intensify the ringing
try to ignore the ringing
if she has a hearing loss, a hearing aid with a "tinnitus masker" may help

Please keep in mind that what works for some, won't work for others so try all the options above to see what works for your mom. Clocks help for my husband who has tinnitus and has had it for years.

Take heart in knowing that most adjust to the tinnitus in time so that it doesn't bother them as much. It is always there for them but they "get used" to it and it becomes a part of them. I hope your mom gets better soon.

Please don't worry too much about tinnitus! I know that many experts will tell you that there is no cure but my sister discovered a website http://www.t-gone.com that offered much advice in finding the root cause of her tinnitus. Surely worth checking it out.
