Yes, there is a listening program called "Sound Therapy" which has had a lot of success with both those conditions.
I started Sound Therapy myself in 2003, as I had noise-induced hearing loss and tinnitus. My hearing started improving after a month or so – I noticed I could hear on the telephone much better, which had long been an issue for me. It took longer for my tinnitus to start reducing – originally it got a bit worse, which is apparently normal (it’s a sign that it is working), and it was such a relief when one day I realised that the noise had gone!
There is more information about it and how it works at:

i had the same prob with my ears. i have menaires disease. go to the drug store and as for lipaflavonide. its a vit supplement that controls ringing in the ears and menaires disease. follow the directions on the bottle. i still take it for my ears. no more dizzy spells or ringing in the ears. it really works.
